Application Process

Step 1: Complete Application Form

Download the application form from our website or collect it from our offices. Fill in all required information accurately and completely.

Ensure that all fields are completed and the form is signed. Incomplete applications will be returned.

Step 2: Gather Required Documents

Collect all necessary supporting documents as specified for your permit type. Ensure all documents are valid and up-to-date.

Documents should be submitted as clear copies. Original documents may be required for verification during submission.

Step 3: Pay Application Fee

Pay the applicable fee at our revenue office or through our online payment portal. Keep the receipt as proof of payment.

Payment can be made in USD or ZWL at the prevailing exchange rate. Online payments are subject to a 2% processing fee.

Step 4: Submit Application

Submit your completed application form, supporting documents, and payment receipt to our Permits & Licenses Department.

Applications can be submitted in person at our offices or online through our e-services portal. You will receive a reference number for tracking your application.

Step 5: Application Review

Your application will be reviewed by relevant departments. This may include site inspections, document verification, and consultations.

Processing times vary depending on the type of permit. Business licenses typically take 7-14 days, building permits 14-30 days, land use permits 14-60 days, event permits 7-14 days, market stall permits 3-10 days, and vehicle permits 7-21 days. These timeframes apply to complete applications with all required documents.

If your application is rejected, you will receive a notification explaining the reasons for rejection. You can address the issues and resubmit your application, or you can appeal the decision within 14 days by submitting an appeal form to the Council Secretary. Application fees are non-refundable, but you won't need to pay again when resubmitting within 30 days.

Yes, you can apply for multiple permits simultaneously. However, each permit requires a separate application form and fee. Some permits may have dependencies (e.g., you may need a land use permit before applying for a building permit), so we recommend consulting with our Permits & Licenses Department for guidance on the best application sequence.

Continued non-compliance may lead to closure of business, cessation of activities, or legal action. The council may also charge penalty fees of up to 50% of the permit fee when regularizing unauthorized activities.
